Summary/Abstract: The 2024 Nobel Prize in Economics highlighted the importance of institutional quality in driving economic performance. This article assesses the institutional quality of CEE countries, focusing on the V4 countries, using a composite indicator and benefit-of-the-doubt aggregation weighting scheme. Two nonparametric performance-frontier estimation techniques (conventional approach and "closest target" procedure) are employed to identify benchmarks in six dimensions of institutional quality (World Governance Indicators). The study reveals major trade-offs between accountability/regulatory quality and government efficiency/corruption control in setting policy goals.
