Summary/Abstract: The article addresses the current issues of the latest challenges in the formation and development of social and labor potential through the lens of youth migration in Ukraine, particularly in the context of the ongoing war in Ukraine. Since 2022, military actions have triggered a massive migration of the population, especially the youth seeking safety and stability abroad. The exodus of young, often highly educated individuals, poses threats not only to demographic stability but also to the country's economic future. Therefore, the study aims to comprehensively analyze the latest challenges related to the formation and development of social and labor potential through the lens of youth migration in Ukraine. The article thoroughly analyzes the consequences of youth migration during wartime for Ukraine's social and labor potential. It has been determined and justified how the military conflict and accompanying economic and social crises influence young people's decisions to emigrate, and what strategies might be developed for their return and integration in the country's post-war reconstruction. It was identified that under the ongoing war in Ukraine, migration processes of the youth have taken on new dimensions and challenges. Analyzing the latest challenges in the context of forming and developing Ukraine's social and labor potential through youth migration, several major risks have been identified: the decrease in the active and creative part of the population; disruption of the balance of supply and demand in the labor market; deformation of the labor market; destabilization on the financial markets; threats to intellectual and demographic potential; aging of the nation and demographic changes; changes in the efficiency of human capital utilization. It has been substantiated that the identified risks and threats require attention from the government and social institutions to develop strategies that consider both current and potential long-term consequences of youth migration to ensure sustainable socio-economic development of Ukraine. In particular, this requires the state to respond adequately and adapt policies aimed at minimizing the negative impacts of these processes. State policy should focus on achieving structural ratios that will facilitate stabilization and overcoming macroeconomic discrepancies. This includes improving institutional support and ensuring high quality of state functions execution, with the aim of safeguarding national economic interests. The main directions of regulation include structural, legal-regulatory, infrastructural, and security influences, with a view to strengthening the labor market and stabilizing the socio-economic system of the country.
