Summary/Abstract: Sarkel, identified by archaeological researchers with the Tsimlyansk settlement on the Left Bank of the Don (Tın) steppe, has played an important role not only in the history of the Khazars, but also in the history of neighboring formations such as the Eastern Rome and Rus’. Its location, by whom and for what purpose it was built, and whether it can be characterized as a city have kept researchers busy. Sarkel survived from the 9th to the 12th centuries, but was subjected to a number of serious changes and transformations during this time. The main focus of the study is to reveal the significance of Sarkel during the Khazar Khaganate and Russian periods. To this end, the purpose of the settlement's construction, its location and its transformation over time will be discussed. The process of its transformation into a city, while it was initially a fortress built for security and control purposes, will be discussed within the framework of architectural structures and daily life in the settlement. The article will try to reveal the transformation process from Sarkel to Belaya Vezha in the light of archaeological findings and historical data.
