Summary/Abstract: Based on the published scientific works and archival documents, the publication investigates the historical aspects of the formation and development of the conspiracy (secrecy regime) in the Bolshevik Party in the first years of Soviet power. It analyzes and systematizes conspiracy issues regulations to determine what information the Bolsheviks considered undesirable for dissemination and secret. The research studies the methods and organization of protection of secret information to establish which structural subdivisions and officials of the party apparatus were responsible for ensuring the protection of party secrets.
