Summary/Abstract: ISIS, an extremist manifestation of the Wahhabi movement, which is categorized under the broader framework of New Salafism, operates as an organization with both religious and political underpinnings. Similar to its historical predecessors, this movement legitimizes its actions by utilizing religious terminology. In this context, Ibn Taymiyyah’s Fatwa on the Tatars serves as a critical resource for understanding the methodologies employed by ISIS. This is due to ISIS’s claim that its actions are rooted in Ibn Taymiyyah’s teachings, with particular reference to the Fatwa on the Tatars, which targets Muslim populations under nonIslamic governance. Ibn Taymiyyah's ideas can be evaluated across a wide spectrum, and the Fatwa on the Tatars is only one of many such doctrines. A thinker who has provoked numerous debates, Ibn Taymiyyah's views have been interpreted in diverse ways across the Islamic world. Therefore, a comprehensive study of how ISIS interprets and employs Ibn Taymiyyah’s Fatwa on the Tatars is of significant importance in the field.
