Summary/Abstract: The article’s goal is to examine the process of adding to and deleting from a special register individuals who were originally considered «former whites,» such as generals, officers, government officials, participants in the resistance movement against Soviet control, and others. These acts allowed the Cheka–OGPU entities to keep an eye on and manage this group of USSR citizens who posed a threat to the Soviet authorities. If needed, they were also able to implement severe repressive measures.
