Summary/Abstract: Cyberspace poses unprecedented challenges to international law. Malicious conduct in cyberspace by both state and non-state actors is increasing in scale, severity, complexity and impact. The report examines issues such as state sovereignty, the principle of non-interference, the principle of due diligence, state responsibility and the prohibition of the use of force, emphasizing the need for international cooperation and harmonization of norms
