Analyzing Türkiye’s Migration Governance Based on Public Diplomacy: The Case of Gaziantep Province

Summary/Abstract: In a globalized world, public diplomacy has become essential for countries to engage effectively with diverse populations. Public diplomacy is often defined as building relationships with people, and migration plays a significant role in its intercultural and interpersonal dimensions. Migrants, as carriers of cultural values and knowledge, have historically been key agents of intercultural interaction. This process involves not only the unilateral transmission of cultural values but also dynamic cultural negotiations. Consequently, migration has been a critical phenomenon facilitating social interaction within the framework of public diplomacy. This study aims to analyze migration governance in the context of public diplomacy, using the province of Gaziantep as a case study, and to propose a sustainable model for Türkiye, a country significantly impacted by migration, asylum seekers, and refugees. To achieve this objective, a qualitative research method was employed to gather in-depth data. Content analysis was conducted using the qualitative data analysis software MAXQDA. Based on the findings, a “Circular Approach Model for Sustainable Migration Governance” is proposed for local governments. This model aims to enhance the effectiveness of Türkiye’s migration policies, offering a strategic framework to address migration-related challenges and improve social cohesion.
