Summary/Abstract: With the referendum held on April 16, 2017, a part of the Constitution of the Republic of Türkiye was amended, replacing the parliamentary system with a Presidential Government System. Following this system change, some alterations occurred in the duties and powers of the institutions within the constitutional framework. The shift in the effectiveness of the Grand National Assembly of Türkiye postchange is significant in terms of parliamentary effectiveness. This is particularly relevant because the democratic practices and habits established in the tradition of the parliamentary system have been called into question by adopting innovations specific to presidential systems. This study aims to evaluate the Presidential Government System's parliamentary effectiveness. A qualitative research method, specifically the case study approach, was used to assess data on law-making, parliamentary decisions, and the parliament's oversight functions during the 24th, 25th, and 26th legislative periods—when the parliamentary system was in place—and the 27th legislative period, which operated under the Presidential Government System. The research findings indicate that parliamentary effectiveness decreased after the constitutional amendment and the transition to the Presidential Government System.
