Summary/Abstract: This article is a background study of a policy proposal prepared for the Association of Hungarian Local Governments (MÖSZ). The authors intend to initiate a technical discussion on the comprehensive reform of the Hungarian municipal system. Although Hungary was a frontrunner in local decentralisation back in 1990, by now it became one of the most centralised countries in Europe. The authors discuss how this process happened and they draft proposals on the local government functions, consolidation of municipal territorial structure, financing model and the role of local governments in development policy. Main message of this study is, that not only the legal framework should be redesigned, but the activities and changes in attitudes of the political elite and the society at large are needed, as well.
