Summary/Abstract: After the Crimean War (1853–1856) and the peace treaty of Paris, the principalities of Wallachia and Moldavia were allowed to convene consultative assemblies (called divan ad-hoc) in order to deliberate about their future organisation. The Moldavian ad-hoc assembly convened in Iaşi and included 85 deputies, among whom were 5 from the Dorohoi County and 6 from the Botoşani County. Mihail Kogălniceanu (1817–1891), one of the leaders of the 1848 revolution, was elected as representative of the large landowners from the Dorohoi County.The technical and institutional characteristics of the Moldavian deputies’ consultative parliamentary activities were established by the specific articles of the Treaty of Paris (1856), the sultanal Order for the convocation of the ad-hoc Divans in Iaşi and Bucharest (1857), and the Regulation for the organization and operation of the ad-hoc Divan / Assembly in Iaşi (October 1857). To better understand and detail the concrete aspects of the deputies’ activities in Iaşi, I have proposed two additional internal documents, which serve as “performance criteria” for the parliamentary contributions of Moldavian representatives: the job description of a deputy in the ad-hoc Divan / Assembly in Iaşi, and the individual parliamentary activity record of each deputy.By applying these two documents proposed by me for the activity of Mihail Kogălniceanu, the deputy from Dorohoi County in the ad-hoc Divan / Assembly in Iaşi, I have compiled his individual parliamentary activity record. This record highlights his positions and attitudes towards the Moldavian national unification movement and the modern political, social, economic, military, religious, and cultural future of Moldavia. The moderate unionist deputy Mihail Kogălniceanu was the informal leader of the deputies from Dorohoi County, a true „factotum” of the ad-hoc Divan / Assembly of Moldavia, who stood out for his unionist parliamentary activities and contributions.
