Summary/Abstract: Serbia is a multiethnic state with a relatively strong legal framework for minority rights, but lacks a comprehensive strategy for the integration of national minorities, which hampers both social cohesion and EU accession efforts. While some improvements have been made, such as better political representation and legal recognition for minorities, the practical implementation of minority rights remains inconsistent, and many communities feel they are not treated equally. The EU accession process, particularly through negotiation chapters like Chapter 23, presents an opportunity for Serbia to align its policies more closely with European standards, but this requires sustained commitment, a clear national integration strategy, and effective execution of action plans.
