Selected Aspects of Local Security and the Directions of its Development

Summary/Abstract: An important element of state security is the implementation of the tasks to ensure local security, which raises questions in the aspect of scattered legal bases, the entities implementing them, their training or the organization of cooperation. The purpose of the research was to diagnose the current state of local security especially in the theoretical aspect and to present systemic solutions for its improvement. The adopted research method is the analysis of documents, literature and occurring phenomena in the implementation of the tasks of ensuring local security. The results and outcomes of the research include the evaluation, conclusions and proposals for the direction of improvement of the implementation of the tasks of ensuring local security. The study showed that improvements in the provision of local security can be achieved, among other things through the implementation of procedures for reinforcement with higher-level forces and resources, reducing the activation time of military forces and resources in an emergency situation, supporting the creation and expansion of non-governmental organizations of a rescue nature, improving the organization of interaction of entities involved in providing local security, streamlining domain plans for providing local security into a single integrated plan for managing the security of the district, municipality, or improving the training, alignment of entities participating in providing local security by issuing annual training guidelines and developing a training plan based on them, which would be an annex to the integrated security management plan of the district, municipality, and would allow coordination of exercise and training issues
