Legal Opinion on the Draft Resolution Tabled by the Presidium of the Sejm Amending the Standing Orders of the Sejm of the Republic of Poland (Sejm Paper No. 389)

Summary/Abstract: The opinion deals with the draft resolution amending the Standing Orders of the Sejm of the Republic of Poland. The amendment concerns the course of legislative and resolution procedures and, inter alia, involving the public in the law-making process through public consultations. The authors of the solutions included in the draft resolution are also proposing to lay down the obligation to draw up regulatory impact assessments and to add, to the content of the explanatory memoranda of bills, information on the anticipated legal effects of the provisions of the bills, as well as to increase the transparency of the legislative procedure.
