THE STRUGGLE BETWEEN DUTY AND NEGLECTING REPORTING DOMESTIC VIOLENCE

Summary/Abstract: This paper examines the deep-rooted problem of inadequate preparation of criminals, that is, the so-called quasi-criminals, who, thanks to political and interest influences, occupy positions that should belong to professionally educated and responsible criminals. Such practices seriously undermine the foundations of the criminology profession, which is fundamentally based on the legacy of the pioneers of criminology and their achievements in the fight against crime. The special focus of the work is aimed at analyzing how non-professional criminals can help create insecurity when it comes to domestic violence and neglecting reports of violence. If criminals, either due to ignorance or unconscious neglect of the problem, do not begin to recognize domestic violence as a serious social problem, trust in security and police structures will drastically decrease. This paper asks the question: are criminals today ready to face this challenge, or are they quasicriminals who are not ready to deal with the responsibility that comes with this type of crime. If domestic violence is not treated with the seriousness it deserves, not only will the safety of the victims be threatened, but also the professional credibility of criminals and the entire judicial system will be seriously undermined. In this context, criminology, as well as criminology, should provide clear guidelines for training, directing and strengthening the abilities of criminals in the prevention and fight against domestic violence, in order to ensure the quality of the criminal profession, and society's trust in security institutions.
