Summary/Abstract: The proposal for a directive on Soil Monitoring and Resilience is currently under discussion in EU institutions; however, deliberations concerning its predecessor, the proposal for a Soil Framework Directive, reached an impasse. In this paper, we identify the reasons for the Commission’s withdrawal of the Soil Framework Directive proposal and conduct a thorough assessment to ascertain the relevance of these reasons to the proposal for a directive on Soil Monitoring and Resilience. The conclusion drawn from this assessment is that, despite the close alignment between the two proposals and topics dealt with therein, the approaches adopted by the proposal and the political context framing their deliberations differ.
