Summary/Abstract: Digital transformation has reshaped public administration by introducing e-government solutions that enhance efficiency, transparency, and accessibility of public services. This paper examines the transformation of public administration in Serbia through the implementation of the CEOP tool, specifically designed for issuing building permits. The study explores how digitalization facilitates streamlined processes, reduces bureaucratic delays, and improves overall service quality in public administration. The theoretical framework reviews key concepts of e-government and digital transformation, highlighting the challenges and benefits associated with the adoption of new technologies in the public sector. It also discusses the regulatory framework that guides the implementation of digital solutions in Serbia. The paper concludes that the digitalization of public administration via tools like CEOP is essential for building public trust and improving administrative efficiency. It recommends further integration of digital technologies and emphasizes the need for ongoing policy refinement and stakeholder engagement to sustain these advancements.
