Summary/Abstract: The political and military institutions of the Ottoman Empire have been widely studied, yet the financial institutions shaping its history remain underexplored. One such institution, the Esham-ı Umumiye Emaneti (Administration of Public Debt), established in 1865, aimed to modernize and centralize the internal borrowing system. Despite its significance, a comprehensive history analyzing its organizational structure, the lives of its governors, and their activities has not been written. The Emanet, which existed for fourteen years, played a pivotal role in the transformation of Ottoman finance. This article seeks to address this gap by examining the Emanet's structure and operations through an institutional and financial historical perspectives. By utilizing archival documents, journals, and existing literature, it traces the Emanet’s role in the Ottoman bureaucracy, its changes over time, and its contribution to the centralization of the domestic borrowing system. Through a biographical approach, this article highlights the influence of the Emanet on the modernization of Ottoman finance, offering new insights into the financial history of the empire.
