Summary/Abstract: New technological possibilities, including the development of the Internet, enablespreading of propaganda and disinformation on a large scale. Due to its infl uenceon shaping social awareness, propaganda is an undesirable phenomenon. The Euro-pean Union has decided to combat terrorist and Russian propaganda. In the firstcase, the member states are obliged to penalise terrorist speech and to remove ter-rorist content from the Internet. With regard to the Russian propaganda, the eubanned certain media outlets linked to the Russian government from broadcast-ing within the eu territory. Although the mentioned measures constitute an inter-ference with the right to freedom of expression, they do not constitute a violationthereof, because currently they are necessary and proportionate.
