MINERAL RESOURCES AS A FUNCTION OF SUSTAINABLE DEVELOPMENT OF LOCAL COMMUNITIES AND REPUBLIC SRPSKA

Summary/Abstract: A number of countries with certain mineral and raw material resources, or more or less developed mineral-raw complex and mineral economics, have formally adopted the mineral strategy, or, more often, elaborate appropriate mineral policy, both in the development of local communities and the country as a whole. Under present conditions, the optimum mineral strategy and policy are only those that are compatible with the concept and principles of sustainable development within the framework where are provided optimal relations between the four specific areas: economic, environmental, social and state authorities governance spheres (management). In the Republic Srpska has not yet been officially adopted mineral strategy and policy. In recent years, however, in the Republic Srpska have taken a number of actions to prepare the National Sustainable Development Strategy and the National Strategy for Sustainable usage of natural resources somewhat elaborated in Straregy for economic development until 2020. Missing document that is particularly relevant to mineral resources, in addition to partial sectoral strategies, where this document should anticipate mineral resources (fossil fuels: coal, oil, gas, etc., metallic and non-metallic minerals) and the role of local communities in their usage. The paper should be partly shows the results of the activities associated with the Geological Survey of the Republic Srpska in Zvornik and their participation in the preparation of these documents. In this paper have been used the partial results of years of the project, prepared in the former Bosnia and Herzegovina. In the development of these projects was also involved former Geological Research Institute of BiH in Sarajevo, and they gave special attention to the sustainable exploration and utilization of mineral resources, as indicators of sustainable development in the function of evaluation of mineral resources in the function of progressing development at the local and state level. Experiences learned from these activities were used to present the proposed framework concept for mineral policy and strategy at the local communities level and the Republic Srpska as a whole. The main activities of the sustainable development of mineral strategy and mineral policy at the local level assumes a methodical procedure, which includes five phases: -preparation phase (selection of mineral resources for analysis, agreement on a detailed methodology, work plan, data collection), -problem analysis (assessment of resources and reserves of mineral resources, exploitation and the potential scope of coverage with mineral resources); - impact assessment of mineral resources usage in the environment, - defining the objectives (goals of sustainable usage of mineral resources, including substitution, recycling and efficiency targets) and - reform policy (proposed reforms policy and new policy instruments, the package of measures, etc..).
