CRIMINAL POLITICS IN BOSNIA AND HERZEGOVINA

Summary/Abstract: The existing undisputed declarative commitment of the state to combat crime as a negative social phenomenon has proved its practical expression by adopting several strategies, including the State Strategy against Juvenile Delinquency in Bosnia and Herzegovina (2006 -2010), which is the subject of analysis in this paper. The presentation of two independent evaluations of the implementation of the activities envisaged by the Strategy shows the failure of this strategic national document. By identifying the possible causes of the failure of the Strategy to be realized in real social relations, which determine the framework for the functioning of politics in general, and even criminal policies, we come to realize it in a pragmatic, repressive way, and is directed at the symptoms, while the causes of the phenomenon are not investigated . Missing her doctrinal component: as a theoretical and teaching-scientific discipline almost does not exist, and the results of scientific thought are not enough, or almost inexplicably, when designing strategies. In the long term, such an approach is not promising. The paper proposes a significant consultation of science and the results of scientific research in the development of anti-crime strategies, which would link the results of criminal etiology with the measures of criminal-political practice, especially those related to the prevention and resocialization of undesirable persons.
