Summary/Abstract: The year 1991 is considered a turning point: with the declaration of independence of the Republic of Slovenia, all social institutions were re-established and the entire social life began to follow new paths. But however fundamental and profound such breakthroughs may be, the results they bring cannot be calculated without considering the paths that led to them. Only in the moments of euphoria that accompany them and in the myths that follow them do we perceive them as creatio ex nihilo; otherwise they are conditioned by the complex processes that led to them. This paper attempts to illustrate this through an analysis of the conditions that led to the post-1991 changes in the educational system. It focuses on the 1980s and the turn to the 1990s, and thematically on higher education, but not without the necessary links to the broader education system.
