Summary/Abstract: The author highlights the weaknesses of international law in the analysis of the role of the High Representative of Bosnia and Herzegovina, established by the Dayton Agreement in order to operate the governance of the country by international law. This situation of semi-sovereignty is an exceptional situation that does not conform to the principle of state sovereignty, which is surely one of the main reasons for the difficulties in implementing and exercising missions in practice.
