Summary/Abstract: This article explores the European Union’s pre-accession financing mechanisms, comparing the experience of Central and Eastern European countries (CEECs) with that of the Western Balkans. The aim is to draw lessons from the CEECs countries to improve the effectiveness of pre-accession policies in the Balkans, by examining the differences between the two regions. It analyses the evolution of the Instruments for Pre-Accession Assistance (IPA) through their three phases, through budgetary priorities, management methods and challenges encountered. Using a qualitative and quantitative methodology, the study assesses the use of funds in the Western Balkans, proposes recommendations for future funding cycles and suggests better management of funds through administrative reforms and modern tools. It also highlights the importance of transparency and national co-financing to maximise the impact of European funding.
