Summary/Abstract: Deprivation is the state of being deprived of the material and symbolic goods provided to the majority of society. The wider imbalance of society, combined with the characteristics of geography, creates a new dimension, deprivation at the settlement level. Settlements that break out of the social-economic-cultural web, regardless of the status and skills of the families living there, worsen the chances of success and make it difficult to solve life situations and crises. Aggregated poverty at the settlement level creates a self-reinforcing cycle of negative effects. Poverty creates a specific system of values and behaviors. Life skills adapted to the cultural conditions of poverty provide individuals and families with adaptation to the conditions of poverty, daily survival, and even offer a kind of happiness. At the same time, this culture prevents those affected from getting out of poverty if conditions improve. In addition to describing the phenomenon, the study attempts to set up a framework for social work and to consider the elements that are essential for complex answers. It presents the steps necessary for change at the community and individual level, as well as the four basic characteristics of a well-functioning helping relationship. These show the social worker in which areas he must examine his own practice and in which he needs to improve.
