Summary/Abstract: This paper focuses on urban infrastructure as an indicator of sustainable consumption at the city level. To achieve the objective of the study, three cities in Bulgaria were selected - the capital city - Sofia; a large regional city - Varna; and a small university city - Svishtov. The aim is to establish the presence or absence of regional differences by comparing the municipalities’ integrated development plans for 2021-2027 4. Energy efficiency programs and their implementation are analyzed. The study results can serve as a guide for future comparative analysis of sustainable urban development strategies within the EU and an examination of these strategies’ impact on achieving its various objectives.
