Summary/Abstract: This article aims to present the initiatives of Ministry of Public Instruction in order to unify and reform the secondary education system between 1919 and 1928. During this period, four projects about reorganisation of secondary education in Greater Romania were proposed by Petre P. Negulescu, Ion Petrovici and Dr. Constantin Angelescu, Ministers of Public Instruction. Only one of these projects became a law. The changes occurred in Romania’s status-quo after 1918, imposed an unification and a reform of the entire educational system, according to the new state and society necessities. The secondary school had to be unified in order to replace the four systems which worked after the Union, but even more, it had to be reformed, in order to align it at the newest pedagogical, cultural, social, economic and national requirements. This type of school was unified and reformed in 1928, through Dr. Constantin Angelescu’s Secondary (Theoretical) Education Law, based on an extended project since 1925-1926.
