Summary/Abstract: With the introduction of the centrally administered primary school system, which was enacted by the General School Ordinance (1774), the normal school was given a special role in its establishment, maintenance, and development. Following the example of the Vienna Normal School (1771), which was followed by normal schools in all the capitals of the Habsburg hereditary lands, the Ljubljana Normal School (1773) was also established as the main model school (Musterhauptschule) for all other primary schools in Carniola. The normal school was the foundation on which the public school system was built by the state school administration, and also its backbone, connecting the various parts of the system into an indivisible whole. Since the Theresian school reform started with the teachers, the normal schools immediately took over the care of their education. The provincial authorities had to provide the normal school with sufficient and stable public funding, as the existence of the system depended on it. This is why the whole of 18th-century primary education is also known as normal education (Normalschulwesen).
