New Growth Plan for the Western Balkans as a tool for the economic integration of Bosnia and Herzegovina into the European Union

Summary/Abstract: In order to improve the European integration process and accelerate the accession of the Western Balkans countries, the European Commission adopted systematic changes to the approach to enlargement policy in the period 2018-2020. The changes are contained in two Communications Credible enlargement perspective for and enhanced EU engagement with the Western Balkans and Enhancing the accession process – A credible EU perspective for the Western Balkans and thereby revised the enlargement methodology. The revised enlargement methodology focuses on the implementation of reforms to meet the membership criteria and the Multiannual Financial Framework 2021-2027 and the Instrument for Pre-Accession Assistance are fully aligned with it. Beneficiary countries now have access to a wider range of financial instruments - thematic programmes and territorial cooperation programmes of the European Union. Finally, the reactivation of the “phasing-in” approach” for the Western Balkans countries allows limited participation in the work of EU bodies, depending on the progress made by the country in certain areas, thus ensuring the necessary strengthening of institutional capacities and management experience. In November 2023, as a continuation of the Economic and Investment Plan, the European Union adopted a financially generous Growth Plan for the Western Balkans within the 2023 Enlargement Package along with the Reform and Growth Facility for the Western Balkans, which envisages accelerated alignment of legislation with the acquis, regional economic integration and gradual integration into the EU single market, acceleration of socioeconomic convergence and the encouragement of regional cooperation and reconciliation.
