Summary/Abstract: The quality of human capital is one of the "arms" of developing societies today and seen in this view, education and in particular the higher education is undoubtedly the key to creating this asset. In the last two decades in almost all of Europe there is a wind of massification of higher education which is associated with a significant increase of the share of public expenditure destined for this sector. What is mostly aimed beyond the absolute increase in funds has been a constant effort to increase the effectiveness of their use by directing them not but objectives but the outcomes. Our study keeps on consideration some basic indicators that determine the dynamics of higher education starting with the feature of the system, institutional structure, funding schemes, other issues related to financing, issues related to students, with academic staff and, as well as, as well as income generated by universities, in order to give through a comparative analysis a clearer view of its role in the formation of human capital as well as the development perspectives of the sector. The study is based on the evaluation of these indicators for countries such as Italy, France, Germany, and United Kingdom, educational systems of which can be considered unequivocally as development models. Albanian higher education institutions need to modernize their governance and train their leaders to operate in increasingly complex sets of interactions at the institutional, regional, national and European level. European policies call for universities to play a strong role in the Lisbon Agenda and in making Europe a strong knowledge-based economy. Universities but not only, higher education in all, can rightly considered the generator of knowledge as well as for the prosperity of a nation. Considering this fact, modeling and improvement of higher education system in order to reflect the adequately shape of development dynamics, remains a challenge in today's societies.
