Summary/Abstract: Poor management, with leadership appointed without competition and without performance indicators, lack of investments required by law and committed by the Government, as well as outdated port, road, and rail infrastructure, have prevented the Port of Constanța from becoming a hub at the Black Sea again, falling out of the Top 20 containerized cargo traffic, according to the Court of Accounts. The increase in cargo traffic in the port was largely due to external circumstances, namely the war in Ukraine.
