FOREIGN CAPITAL INVESTMENT IN OTTOMAN RUMELIA: IOANNINA REJI ADMINISTRATION (1883-1912)

Summary/Abstract: The foreign debt adventure of the Ottoman Empire ended with the accumulation of the Public Debt Administration in 1881. Tobacco, one of the products left under the control of this Administration, was managed by the Reji Company, which started operating in 1883. The company was institutionalized in the center of the country and was also organized in the province of Ioannina (Yanya). The main purpose of this study, which examines Ioannina (Yanya) Reji Administration; is to examine all the activities of the Administration, which held a 29-year monopoly privilege in the tobacco sector between 1883 and 1912, and to determine their effects on the economy and social structure of the province. In this regard, in the first stage of the study, information is given about the geographical borders and administrative divisions of Ioannina, as well as the organizational structure and staff structure of Reji in the region. Then, it is mentioned how the policies implemented by the Administration to control tobacco shaped the relations between the Administration and farmers, merchants and local administrators. All these developments are tried to be brought to light by consulting archive documents and yearbooks, which can be described as primary sources. Apart from primary sources, research works also have contributed to the study. There are many findings of the study prepared using these sources. Some of them can be listed as follows; it is stated that the Administration had an important position regarding the description of the tobacco economy in Ioannina (Yanya), that it was organized with a magnificent organizational structure in the region and had a large staff, that it made serious contributions to the employment policy of the province, that many smuggling activities were carried out due to the practices of the Administration and that judicial processes regarding smugglers were carried out.
