Summary/Abstract: It is evident that the mehter phenomenon has evolved since its inception in Turkish history, undergoing a process of transformation in its name and functions. During the Ottoman period, the mehter was institutionalised and integrated into the Janissary military organisation. It fulfilled significant roles in both peacetime and wartime. For a variety of reasons, the institution was closed and subsequently reopened at the conclusion of the Ottoman Empire and the advent of the newly established republic. Ultimately, in 1953, during the tenure of the Democrat Party, the tradition of the mehter was institutionalised within the Military Museum, thereby ensuring its perpetuation as a heritage from Turkish history to the present day. The municipal mehters are currently based on the model of the 'Military Museum Mehter Team'. A municipality is a legal entity that produces social and cultural services in local areas on behalf of the state. In this context, they contribute to the survival and continuity of cultural heritage by establishing municipal mehters within the framework of their financial resources or by renting private mehters, organisations, promotional activities, concerts, etc. with their activities.
