Summary/Abstract: The issue of disarmament with its corollary – the definition of the aggressor – has been of particular importance for European diplomacy and has been debated at numerous international meetings. The flames of the First World War had not yet touched, and different variants of the organization of post-war international relations took shape, within which the issue of disarmament found a vivid reflection. In the new conditions, the outbreak of the second world conflagration is imminent through the occupation of Poland, and for all mankind a period of great suffering and sacrifice will follow.
