Summary/Abstract: The development of civilization contributes to the emergence of vari-ous threats, which have so far been most often described as military andnon-military. It turns out, however, that non-military threats increasinglycover various aspects of social life. That is why today we are talking aboutpolitical, biological, economic and broadly understood social risks andthreats. Therefore, it seems that the analysis of social conditions relatedto the Smart City concept, related not only to the development of urbanagglomerations, has a significant impact on improving the quality of life inthe city. A smart city is one that, on the one hand, influences the shaping ofthe safety of its inhabitants, and on the other hand, shapes the safety culturein the city. For this purpose, information and communication technologiesare used, with particular emphasis on IT technology. Based on the conceptsof social change and globalization, an attempt will be made to prove thethesis that the state of security of urban communities depends on the localcommunity and its structure. The more so that a “smart” city is one that,striving for sustainable development, undertakes investments in socialcapital in order to achieve a high quality of life for its inhabitants
