Summary/Abstract: General Ioan I. Popescu was one of the best capable Romanian military commanders who demonstrated their military skills on the battlefields during the First World War. Having a good theoretical training and rich experience accumulated during many years of activity in numerous military units both as a specialist and as an officer or general, the commander of the 13th Romanian Infantry Division contributed to the liberation of southern Bessarabia in the first three months of 1918. Trough his victories, he managed to remove the anarchic groups, to restore order in the assigned area, using the advantage of the terrain in a combined battle with the Romanian Navy.
