Summary/Abstract: This article draws attention to the challenge of energy poverty as a multilevel (global, re‑gional, local) social problem as well as its insufficient identification, definition and addressing.It adopts perspective of evidence­ ‑based public policy in order to more fully recognize energypoverty and thus propose effective solutions in this area. The author argues that achieving Po‑land’s energy policy priority of reducing energy poverty by 30% by 2030 requires developing a mechanism for practical identification of energy­ ‑poor households so that they can be reachedas part of a comprehensive system for countering the phenomenon in question, based onbroadband deliberation among public administration bodies, expert circles, local governmentsand civil society.
