The scientifi c methods include the criticism of historical sources, descriptive methods and comparative analysis. Conclusions: The policy of the Soviet government in these regions aimed at establishing Soviet ideology and altering the social landscape. The collectivization of agriculture and industrialization of the regions were implemented.
