Summary/Abstract: In terms of Turkish modernisation, the Sened-i alliance is an important turning point. The people found the opportunity to participate in power from local to general through representation. The Ottoman state felt that it lagged behind the West in some areas, especially in the 19th century, with a number of developments, it is possible to specify these events as follows, first of all, the 1699 Vienna defeat, the 1774 Small Kaynarca Treaty and finally the 1789 Napoleon's invasion of Egypt. The above developments forced the Ottoman Empire to undergo some changes. In particular, the Sened-i alliance was the first important agreement in which modernisation steps were taken, and for the first time the ruler and the ruled gathered around the same table. The inability to solve problems with traditional methods made it necessary to imitate the western understanding of institutions and administration. Neo-Ottomanism played a serious role in the transformation of the Ottoman mind. Ottoman-Turkish modernisation manifested itself in the form of westernisation in the period in which it emerged as a concept, and the importation of western institutions was seen as a method of overcoming backwardness. This study will focus on the influence of the neo-Ottoman movement on the steps taken in the last period of the Ottoman Empire in order to approach the West, and the effect of the neo-Ottoman movement on the Turkish modernisation process will be examined.
