Summary/Abstract: Mushir Fuad Pasha was sent as an extraordinary envoy to the Russian Emperor several times during the reign of Abdulhamid II. Fuad Pasha performed good services on behalf of the Ottoman Empire in these assignments made to improve friendly relations. These good services and his acquaintance with the members of the Russian dynasty played an important role in the appointment of him as the extraordinary ambassador to Petersburg in 1894. The purpose of the extraordinary embassy in St. Petersburg was to congratulate the newly crowned Russian Emperor Nicholas II on his accession and marriage. Another task was to ensure Russia's assistance to the Ottoman Empire regarding the Armenian issue. Accordingly, Mushir Fuad Pasha travelled from Istanbul to Petersburg and after presenting the Emperor with the name-i hü mayun and insignia, he held a number of meetings. The main subject of the talks was the Armenian issue and he tried to learn the opinions of the Russian statesmen on this issue. At the same time, he defended the rightfulness of the Ottoman Empire in this matter and asked for Russia's support against the activities of England. Mushir Fuad Pasha, who fulfiilled the task assigned to him completely, returned to Istanbul with the delegation of the embassy. After his return, he prepared an embassy report about this mission and presented it to Sultan Abdulhamid II. In this study, the activities of Mushir Fuad Pasha during his extraordinary embassy to Petersburg in 1894 are discussed.
