Regulatory Risks of the European Green Deal: A Sectoral Analysis

Summary/Abstract: The study aimed to investigate which sectors the regulations pointed out in the European Green Deal will affect and how they will affect each sector. In order to answer these questions, a content analysis was made in the communication explaining the European Green Deal. Each sequence of sentences indicating a regulation that can affect businesses is coded according to the sector and financial event. It has been examined which sectors stand out with regulations that will cause an increase, transfer or decrease in demand or cost. It has been found that among the regulations addressing a certain sector, the ones that cause an increase in demand are mostly in the construction sector, those that cause an increase in costs are mostly in the food sector, those that cause a demand or cost transfer between enterprises are mostly in the transportation sector and those that cause a decrease in demand are mostly in the chemical sector. Most of the regulations that concern all sectors have the effect of increasing costs. In addition, there are many regulations that will provide risk transfer and fund allocation for the shift of finance from stranded assets to green investments in any sector. It has been concluded that the easiest way to deal with the regulatory risks posed by the European Green Deal is to closely follow possible regulations with forward-looking strategic thinking and to be a pioneer in green transition by investing and doing R&D in green areas.
