Summary/Abstract: Hillary Clinton in her book Hard Choices presents “smart power” diplomacy. The article discusses some important novelties in the approach to foreign policy introduced by Clinton. At the same time it points out that the USA has a clear strategy, which does not change with the change of parties in power. The main role of foreign policy is to promote economic development. Her predecessors have used the hard-nosed method. Clinton has tried to accomplish these objectives by involving civil society and more active cooperation in education and civilization. Her approach to problem solving has been successful. She succeeded in increasing the impact and the reputation of the United States. Cooperation with China was improved. On the other hand, this approach has failed to stop aggressive Russian policy. Putin understood soft policy as a weakness and has strengthened his position. Successful foreign policy must be balanced. Smart power can be successful only if it is supported with strong military and financial power.
