The impact of the financial crises in the system of Social and Health Insurance in Albania

Summary/Abstract: During the period 2005-2009 the government of Albania has lower twice the payment for the social security contributions. The objectives were to fight the evasion, to grow the revenues of the pension scheme and to stimulate employment. None of these objectives was achieved. The reasons are found on the introduction of flat tax and on the wages and number of employees of reference that more than eroded the gain from a lower employment cost and, on the pensions’ scheme it-self which stimulate evasion. The short-run effect of those interventions was a significant deterioration of the cash flow of the pension scheme and a distortion on the indicators that calculate the pensions’ level. The long run effect will be felt mostly on macroeconomic variables.
