Summary/Abstract: The Civil society as a whole, together with its various organizations, plays an important role in the economic, social and political development of the country. Focusing mainly on its impact on the economy, this article provides an overview of the practices and policies that both, the civil society organizations and the donors follow, for the determination of the priorities and allocation of funds based on these priorities. The research hypothesis is that the activity of CSOs is led by donor priorities rather than the local needs and issues. Meaning that the distribution of donor funds is based on specific regional priorities and not local, which makes CSO activity difficult to achieve its mission. The paper findings and the main documents of additional policies and information, collected by the donors such as, ASCS, UNDP, World Bank and SIDA. The results show the imperative need that civil society organizations (CSOs) are given more opportunities from the donors for cooperation during the process of which donors establish their objectives. This means reviewing the mechanism of the cooperation CSO-donor in order that the donor’s objectives have more local character. The article concludes that; CSOs should receive funding for activities that are in line with local needs, and a new conception needs to be created so the CSOs are not seen as a government watchdog by the grant-giver or donor, but as a third sector which operates depending on the absence or the presence of the state and private sector. Also, by reviewing the donors’ policy, CSOs activity will be more effective, and it will have a greater economic impact.
