IT governance: Problems and challenges of the public sector in Albania

Summary/Abstract: IT governance, as part of enterprise governance, addresses the definition and implementation of processes, structures and relational mechanism to ensure that IT and business people execute their responsibilities to sustain business-IT alignment and value creation from IT investments. IT governance adaption and implementation in public sector organizations, especially in developing countries, is accompanied by many problems and challenges. The objective of this research work is to identify these problems and challenges in Albanian public sector environment. In our study we use case study methodology. Our results from nine public organizations show that the most prominent IT governance related problems are: (1) low level of awareness and understanding on the optimal use of IT from business management, (2) fragmented IT planning to meet the current needs, (3) lack of holistic view on how well IT is performing and likely future improvements and (4) low engagement of key stakeholder on IT projects. Moreover, limited resources on IT and organizational culture on IT systems usage are identified as major challenges to IT governance implementation in this environment.
