Summary/Abstract: This article analyses contemporary transformations of territorial governance – the regionalization – and presents, motivates and studies the basic properties of the process. It makes statements about the role of national-state institutions, the sub-state level in the remaking of European institutions and it illuminates the interaction between political forces and institutional restructuring of the national state. The region is acknowledged as the appropriate arena for innovation and economic growth. The European Union’s founding treaty explicitly cited the reduction of economic inequalities between the regions as a key goal. Until the rediscovery of political institutions, their role for economic performance was neglected, but empirical evidence revealed that some democratic systems coped better with policy problems, while others addressed them poorly. The proliferation of competitiveness-oriented form of regional institutional innovation interacts with inherited practices of national governments guarding many traditional spheres of governance so it is not yet clear if the “region” will become a major political actor.
