Summary/Abstract: This article aims to analyse and explain in detail, by reference to the components of the planning certificate, the interpretation of the High Court of Cassation and Justice in 2017, on the issue of interpretation of legal provisions regarding the legality control, separately, of the planning certificate ordering the prohibition to build or containing other limitations. Of the two case-law guidelines existing until the delivery of Decision No 25 of 2017, the High Court of Cassation and Justice validated the one according to which the town planning certificate is a separately appealable administrative act.
