Summary/Abstract: Security and public order, as legal categories, are recognized in a democratic state ruled by law as one of the fundamental values that the state ensures and protects. Nevertheless, they are also categories that constantly evolve along with the changing social and political conditions, social and legal norms, civilization progress or emerging threats. In view of these reasons, it is not possible or even deliberate to determine their content unequivocally. However, this does not exclude the simultaneous efforts to define their current normative meaning and the scope of regulations at the constitutional level, which is the subject of this study. These values are the axiological basis of the constitutional order in a democratic state ruled by law. Whilst being integral part of the legal principles ordering their implementation in the constitutional order, they are a general clause for the interpretation of statutory norms.
