Summary/Abstract: The former member republics, taking advantage of the possibility of secession provided by the Soviet constitution, and taking advantage of the favourable internal and external political processes, embarked on the path of independent state development in the 1990–1991 period. As a result, after the dissolution of the Soviet Union, about 25 million Russians and an even larger number of Russian-speaking people found themselves outside the borders of Russia. With the establishment of independent Ukraine, Europe’s second largest land area state and its most populous national minority was created. About 10 million ethnic Russians and about twice as many native Russian speakers or those using Russian as a functional first language remained in Ukraine. The article shows why secession from Ukraine has become the dominant trend in Crimea, and political cooperation and coexistence in the other Russian-speaking eastern and southern counties. The article mainly focuses on the first 15–20 years of independent Ukraine, but it places the greatest emphasis on the 1990s.
