Summary/Abstract: Will is a complex phenomenon and the issue that has been occupying many philosophers for many centuries, until today, causing opposing views. It inevitably follows a man and his development and it is inseparable from his existence. It seems that even such a controversial concept, such as will, does not strive so much to expresses his essence and existence. In doing so, whether it is denied as an illusion or seen as a real existence, nothing diminishes its importance in human life. Therefore, it can not be ignored in the theoretical discussions.To the extent that the will is an eternal question and dilemma in the philosophy and as old as philosophy itself, the political will is present in everyday life, but ignored in the theoretical thinking. The author strives to find the real basis for its further consideration and existence as a political phenomenon through philosophical and historical comparative understanding and explaining the will as the philosophical question that has not yet been resolved. Dissonance between theoretical misunderstanding and its omnipresence in practice from ancient times to today, puts the political will into line with the will and makes it a phenomenon worth studying. This study is designed to, after different chronologically presented conceptions of the will and the political will by numerous authors, define the political will and inspire thinking and give the basic opinions of the author and suggest possible directions for further study.
